He wanted an evil beautician Robot Master named Beauty Girl and some poor robot that fell victim to her lipsticky bombs. Hey, Dr. Wily's hair can't be that awesome on its own. You need somebody to look after a 'do like that.
I tried to use a few references to previous bosses with Air Man's colors for her hair dryer and Cut Man's colors on her shears.
She might just be an invincible boss. There's no way Mega Man is going to want to beat her and take those powers...
